Honestly the key to getting a smooth wool skin is mainly due to 3 things:
1. POKE, POKE, POKE.... Yea, you just gotta keep poking. If you kind of poke at a 45˙ (degree) or more angle, then you are just felting the surface fibers instead of poking straight up & down into the piece.
2. What kind of wool are you using?... This might have something to do with the fuzziness. Some wools are really coarse & kinky (huh-huh) and will always have a more "natural & primitive" look. I use mainly MERINO wool to felt my larger pieces. This is a very fine & soft wool that takes longer, but has a nice clean finish.
3. Give your piece a hair-cut!!!.... That's right, just snip all those little loose hairs off. I do it to all my pieces. I like the cleaner look, so I just take a small pair of scissors & trim off all the little wisps.

To be honest, I have no idea what kind of crappy wool I started out with. It was some absolutely worthless, coarse, overpriced junk from Clover. Their needles were fine, but that wool was awful and honestly smelled like pee. BLEH! I actually splurged this past week and bought myself an 8oz batch of 22 micron Merino top, so we will see how much that helps me build my technique.
